The Louisiana Pilotage Fee Commission (LPFC) was established by act of the 2004 Louisiana Legislature to set rates and fees charged by licensed river pilots hired to guide foreign flagged vessels in this state's navigable waters, principally the Mississippi River and Calcasieu Waterways. This agency is organized under the Office of The Governor and operates pursuant to Louisiana Revised Statues Title 34, Sections 1121-1127. The LPFC Rules of Practice and Procedure are codified in the Louisiana Administrative Code under Title 46, Part LXX, Subpart 5.
Regular Membership in the LPFC consists of four representatives nominated by industry associations, four representatives of the river pilots' associations, and three at-large appointees of the Governor. Eight additional members may be appointed to serve as alternates to each regular member (4 Pilot and 4 Industry representatives) in addition to one alternate at-large member.
